These annual encounters replace the final land slot in specific places, usually a 1% land-encounter slot. That is not a 1% chance per step, and does not change Surf or fishing tables.
Leave and re-enter the area after the date changes. The game reads the date when you enter. Morning is 04:00–09:59, day is 10:00–19:59 and night is 20:00–03:59.
Keldeo

The April 16 entry points to Lake of Rage, which has no land encounters. It cannot produce Volcanion in this version. Diancie appears as normal Diancie, not Mega Diancie.
